The first report occurs at t = 0. Counter steps are applied immediately at each report, then clamped to the configured thresholds. Qualification persists between thresholds. In time mode, the first report of a new polarity starts its timer; repeated identical reports do not restart it. This model uses fixed steps and uninterrupted reporting; configure ECU-specific reset or jump behaviour separately.
